The car park consists of four underground floors, as well as a full-height central corridor (pit) used for the automated movement of vehicles. The system consists of a lift which, from the courtyard level accessed via a driveway from Via Principi d'Acaja, transfers and moves vehicles to the various parking spaces arranged in a comb pattern (right/left). There are a total of 70 parking spaces. Access to the car park is prohibited to people during operation, and the lift is equipped with safety systems that prevent it from operating if people are present, even in cars. For maintenance operations, the system and the car park can be accessed by qualified personnel via a staircase for exclusive use with access from the courtyard of the building, which leads through ventilated corridors to the various levels of the structure. The property is currently in a state of disuse. Access by vehicle has therefore been blocked by locking the shutter on the courtyard level and blocking access to the pedestrian staircase used for maintenance operations. At the time of the blockage and segregation of the building, all systems, including fire protection systems, were deactivated.
It appears that, during its period of operation, the property was equipped with a Fire Prevention Certificate, issued by the Turin Fire Brigade under protocol no. 14733 of 31/12/2004, file no. 17757, valid from 23/11/2006 to 23/11/2012. This certificate was renewed following the filing of the “certification of functionality and efficiency of active fire protection systems” dated 12/06/2012 and the subsequent “certification of periodic renewal of fire safety compliance” dated 19/06/2012.
On 17/07/2018, the owner also requested that the Turin Fire Brigade archive the fire prevention file due to the cessation of activity.
Given the long period of disuse, it will therefore be necessary to consider, in order to correct the estimated value of the property, the need to verify the correct functioning of the systems and their possible maintenance, also for the purpose of obtaining a new Fire Prevention Certificate.
Conditions: Upon visual inspection, the property appears to be in fair general condition. Some restoration work is clearly needed due to the state of neglect.
It has emerged that the building as a whole has a good mechanical and handling structure (although in need of maintenance), but there are some problems with the electronics and software control.
The estimated cost of the work required to carry out the above restoration and commissioning work is estimated at approximately €705,000.00 plus VAT.
Building and urban planning compliance: the building appears to comply with building and urban planning regulations.
